The Maharashtra Food and Drug Administration (FDA) has ordered a recall of three skin-lightening creams after laboratory tests found the presence of mercury and lead above permissible safety limits, deeming them unsafe for consumers.

The regulator has ordered the sale, distribution and stocking of the affected creams in Maharashtra to be stopped immediately.

The products include Goree Face Cream, a cosmetic allegedly made in Pakistan, which is subject to the recall. The move comes in the wake of a recent registration of a criminal case by the Mumbai Police against a retailer in Chembur for selling Goree cream, which had been banned by Centre for imports from Pakistan.

Safety Recall:

The other two products identified by the FDA, Face Fresh Gold and Golden Star Beauty Cream, were both found to be Not of Standard Quality (NSQ) after laboratory analysis.

Not only did the products fail quality standards, they also violated cosmetic labelling regulations. The creams were missing key information, such as the name and address of the manufacturer, batch number and expiration date, which raised concerns about the traceability of the products and the safety of consumers, the FDA said.

The regulator has told consumers to stop using and buying the products affected. The creams have also been banned for sale and distribution by retailers, wholesalers, and e-commerce platforms and stockists have been told to recall existing stock and report the quantities recovered to the FDA.

The recall is part of a larger Maharashtra FDA crackdown on substandard drugs and cosmetic products.

Enforcement Drive:

In June 2026, the department inspected 34 manufacturing units and seized illegal drugs, medical products and cosmetics worth Rs 4.12 crore, said FDA Commissioner Tukaram Munde. Of the total, products worth ₹2.86 crore were seized and items worth ₹1.26 crore were prohibited to be sold.

During the month, FDA laboratories tested 787 samples of drugs, medical products and cosmetics. While 752 samples met prescribed quality standards, 35 were classified as Not of Standard Quality, including certain sunscreens, tablets and cosmetic products.
