YouTube is introducing its first big changes to the YouTube Partner Program (YPP) since 2018, raising the bar for new creators to begin monetising on the platform, while establishing a separate eligibility threshold for Shorts creators.

Starting February 1, 2027, new creators who apply to join YPP will need to have at least 8,000 qualified watch hours in the past 12 months or 20 million qualified Shorts views in the past 90 days. The new thresholds represent a major increase from the current entry requirements.

Existing Partners will not be affected by the new entry criteria.

New Shorts Requirement:

YouTube is also setting a separate threshold for Shorts-earning creators.

To keep making money from ads and subscriptions on Shorts, creators will have to get at least 10 million qualified Shorts views in each rolling 90-day period.

Falling below the threshold, however, does not take a channel out of the YPP. However, creators who do not meet the Shorts requirement will still be able to monetise their long form content and Shorts monetisation will be restored once their view count reaches the required level again.

Premium Lite Revenue Share Expands:

In addition to the YPP changes, YouTube is rolling out its Premium Lite subscription in every country where the broader Premium service is available.

Creators will get a cut of the Premium Lite revenue based on factors like watch time and views. According to YouTube, Premium subscribers tend to generate a higher average revenue for creators than those who watch content via the ad-supported experience.

The move gives creators another potential revenue stream outside of traditional advertising and subscriptions.

YouTube Points to Growing Scale:

YouTube said the changes are being made as use of the platform continues to grow. Now shorts rack up more than 200 billion views a day, and connected-TV viewing makes up more than one billion hours of watch time a day.

The new monetisation structure is designed to reflect this scale and create stronger earning opportunities for creators, the company said.

The increased Shorts threshold and entry requirements mean YouTube expects creators to make more in total in 2027 than in 2026.

The changes reflect a major shift in YouTube’s approach to creator monetisation, with the platform now placing greater weight on sustained audience engagement and the increasing role of Shorts and subscription-based viewing.
